A wall-crossing formula for Gromov-Witten invariants under variation of git quotient

We prove a quantum version of Kalkman's wall-crossing formula comparing Gromov-Witten invariants on geometric invariant theory (git) quotients related by a change in polarization. The wall-crossing terms are gauged Gromov-Witten invariants with smaller structure group. As an application, we show that the graph Gromov-Witten potentials of quotients related by wall-crossings of crepant type are equivalent up to a distribution in the quantum parameter that is almost everywhere zero. This is a version of the crepant transformation conjecture of Li-Ruan, Bryan-Graber, Coates-Ruan etc. in cases where the crepant transformation is obtained by variation of git.Comment: 64 pages, 1 figure. Governance in Southeast Asia: Issues and Options

    Get PDF
This paper attempts to analyze governance systems in Southeast Asia and proposes some policy suggestions that can improve governance practices in the region. It also discusses the links between governance and official development assistance (ODA) and the role of the Japan Bank for International Cooperation. To put the discussion on governance systems in a proper context, the paper discusses the governance and growth nexus in Southeast Asia; describes the operating governance systems in Southeast Asia; analyzes economic governance, more specifically in the areas of economic management and growth, revenue generation, social spending, access to services, cost of doing business, and corporate governance; and examines political governance, focusing on the rule of law and judicial independence, conflict management, and voice participation.governance, development program, corruption

Indicators of Good Governance: Developing an Index of Governance Quality at the LGU Level

    Get PDF
Governance is a complex concept. It includes the state’s institutions and structures, its decisionmaking process, its capacity to implement guidelines and the relationship between government officials and the public. Hence, this study attempts to develop a composite index of the quality of governance at the local government level. It also defines limited indicators, which can be measured consistently and can capture the substance of each dimension and their compatibility over time and space. The governance quality index constructed here is focused on three principal elements: capacity of the LGU to mobilize and utilize resources, efficiency and effectiveness of the LGU in the delivery of social services and presence of mechanism to ensure accountability.governance, local revenue, micro level accountability

Mainstreaming human security in the Philippines: options and prospects for non-state actors in light of the "ASEAN way"

(Autorenreferat)"Progress in human security in the Philippines is influenced by the 'ASEAN Way', which underscores consensual approach to decision-making, informal structures and processes, and the principle of non-interference in member-countries' internal affairs. Along these lines, ASEAN broadened the agenda of security to encompass problems like poverty, epidemics, food security, human rights, and climate change, but failed to deepen security from a focus on the state to a focus on human individuals and communities. Yet the 'ASEAN Way' offers enough tolerance for 'operationalizing' possibilities for normative non-state securitization. Philippine NGOs have intervened in the decision-making process, shaped and disseminated politically relevant values and norms, and have taken the initiative to set rules themselves. For the Philippine government laboring under 'soft state' conditions, the most appropriate role based on a human security agenda would be to strengthen existing institutional structures, expand the democratic space for non-state actors, and join inter-state regimes and quasi-diplomatic arrangements, thereby reducing transaction costs and facilitating reciprocity within ASEAN." Seidel elements and mirror transformations

The goal of this article is to give a precise relation between the mirror symmetry transformation of Givental and the Seidel elements for a smooth projective toric variety XX with −KX-K_X nef. We show that the Seidel elements entirely determine the mirror transformation and mirror coordinates.Comment: 36 pages. We corrected several issues as pointed out by the refere

Water vapor emission from IRC+10216 and other carbon-rich stars: model predictions and prospects for multitransition observations

We have modeled the emission of H2O rotational lines from the extreme C-rich star IRC+10216. Our treatment of the excitation of H2O emissions takes into account the excitation of H2O both through collisions, and through the pumping of the nu2 and nu3 vibrational states by dust emission and subsequent decay to the ground state. Regardless of the spatial distribution of the water molecules, the H2O 1_{10}-1_{01} line at 557 GHz observed by the Submillimeter Wave Astronomy Satellite (SWAS) is found to be pumped primarily through the absorption of dust-emitted photons at 6 Ό\mum in the nu2 band. As noted by previous authors, the inclusion of radiative pumping lowers the ortho-H2O abundance required to account for the 557 GHz emission, which is found to be (0.5-1)x10^{-7} if the presence of H2O is a consequence of vaporization of orbiting comets or Fischer-Tropsch catalysis. Predictions for other submillimeter H2O lines that can be observed by the Herschel Space Observatory (HSO) are reported. Multitransition HSO observations promise to reveal the spatial distribution of the circumstellar water vapor, discriminating among the several hypotheses that have been proposed for the origin of the H2O vapor in the envelope of IRC+10216. We also show that, for observations with HSO, the H2O 1_{10}-1_{01} 557 GHz line affords the greatest sensitivity in searching for H2O in other C-rich AGB stars.Comment: 35 pages, 12 figures, to be published in The Astrophysical Journa

The cover, morphology and aerial production of dry matter (DM) of the specie Pithececellebium dulce (Roxb.) Benth. was evaluated in a xerophyte area. The population density per hectare of trees higher and smaller than 1.5 m was 264 and 1935, equivalent to 22.6 and 2.1% of total botanical community, respectively. Ten adult trees higher than 1.5 m with similar dimension, morphology, vigor and representative of the studied area were selected by systematic sampling and evaluated by destructive and non destructive methods. The averaged architecture for the specie was 4.8, 10.1 cm, 7.3 m’s, 6, and 1463 for number of tree trunks, diameters of tree trunks and crown, branch order, and number of productive branches respectively. The destructive sampling was done monthly during a year. The regression of DM on the number of leaves on productive branches was explained by a cubic function, and that of DM on stem length for a logarithmic one. The estimate of DM by tree was 32.7 ± 0.59 and 21.0 ± 0.59 for the dry and semi dry seasons, respectively, for a total of 14203 ± 312 kg of DM/ha per year. The average of fruits per trees was of 239 « 38. The results show the importance of this species as fodder resource for goat under range systems
